In a significant development, the Ministry of Home Affairs (MHA) has appointed Rashmi Ranjan Swain, a senior IPS officer from Odisha, as the new Director General of Police (DGP) of Jammu and Kashmir (J&K). Rashmi Ranjan Swain, a 1991-batch IPS officer, has been serving as the in-charge DGP of J&K since November 2023, following the retirement of the previous DGP, Dilbag Singh. Swain, originally from Roukela city in Odisha, has had an illustrious career with extensive experience in various high-profile roles.
Before his current role, Swain was appointed as the Special DG CID and held key positions as the police chief of Jammu and Srinagar cities. His career includes a notable 15-year tenure on central deputation, during which he demonstrated exceptional leadership and skills. His previous assignments include serving as SSP in Jammu and Srinagar, SSP Leh, Poonch, and Ramban, and working with the J&K Vigilance agency as Assistant Inspector General and Deputy Inspector General of Police from 2004 to 2006.
Swain’s expertise was further recognized with assignments abroad, reflecting his exceptional capabilities in his field. In June 2020, following a request by the J&K government for his services, Swain was repatriated to the home cadre and appointed as J&K’s intelligence chief. He is credited with the establishment of the State Investigation Agency (SIA) in J&K, modeled after the National Investigation Agency (NIA), enhancing the state’s investigative capabilities.
