Shakti Dubey Tops UPSC Civil Services Exam 2025; Odisha’s Ritika Rath Secures 48th Rank

In a highly anticipated announcement, the Union Public Service Commission (UPSC) declared the results of the Civil Services Examination 2025 on Tuesday. Shakti Dubey emerged as the all-India topper, achieving the highest rank in one of the country’s most competitive exams. Adding to Odisha’s pride, Ritika Rath from Bhubaneswar secured the 48th rank, becoming one of the standout performers this year.
Ritika Rath, a 24-year-old native of Bhubaneswar, cracked the exam in her third attempt. She completed her Class 10 from SAI International School in Bhubaneswar and Class 12 in Delhi, before pursuing her undergraduate studies in Management Foundations at IIM Indore. Her exceptional achievement is rooted in years of focused preparation and academic excellence. Ritika is the daughter of Sishir Kumar Ratho, a former Principal Chief Conservator of Forests and Head of Forest Force in Odisha, and Dr. Sujata Rath. Her success has inspired aspiring civil servants across the state.
Along with Ritika, 18 other candidates from Odisha cleared the UPSC Civil Services Examination this year, showcasing the state’s growing contribution to the nation’s administrative cadre. These successful candidates include Devika Priyadarshini, who secured Rank 95, and Aditya Acharya, who achieved Rank 96. Others in the list include Deepti Ranjan Pati (Rank 164), Rashmi Pradhan (Rank 175), Neelamadhab Mishra (Rank 193), Ashutosh Mishra (Rank 198), Anup Nayak (Rank 212), Padmanabh Mishra (Rank 414), Prashant Mishra (Rank 416), Dhrutiraj Mishra (Rank 428), Ankita Rath (Rank 443), Kaushik Mishra (Rank 535), Simran Sahu (Rank 568), Rishita Dash (Rank 840), Gopinath Sahu (Rank 971), Abhijeet Mallick (Rank 979), Aditya Behera (Rank 987), and Annapurna Mishra (Rank 994). Among them, Abhijeet Mallick is notably the son of Anam Mallick, a distinguished firefighter in the Odisha Fire Service.
This year, a total of 1,009 candidates have been recommended for appointment to the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS), and various Group ‘A’ and Group ‘B’ central services. These recommendations are based on the candidates’ performance in the three-stage selection process, which included the Preliminary Examination conducted on June 16, 2024, the Main Examination held from September 20 to September 29, 2024, and the Personality Test (Interview), conducted between January 7 and April 17, 2025.
According to UPSC, the candidature of 241 recommended candidates is currently provisional, and the result of one candidate has been withheld for undisclosed reasons. Candidates who appeared for the interview stage can check their final selection status and download the merit list from the official UPSC website at www.upsc.gov.in. The 2025 Civil Services results stand as a testament to hard work, determination, and intellectual rigor. With Shakti Dubey leading the merit list and Ritika Rath emerging as a top performer from Odisha, this year’s outcome reflects the aspirational spirit of India’s youth. The success of 19 candidates from Odisha further reinforces the state’s growing academic prominence and its ability to nurture future leaders in public administration.
